EmpowerPath is WEV’s newest initiative designed to help single parents achieve long-term economic mobility through career advancement, financial empowerment, coaching, and access to coordinated support services. EmpowerPath will integrate workforce development, financial education, employer partnerships, and wraparound supports into one holistic participant experience.
The EmpowerPath Program Manager will play a critical leadership role in launching and growing this initiative, prioritizing participants’ programmatic success, while building strong partnerships across Santa Barbara and Ventura counties. Position Summary
The EmpowerPath Program Manager is responsible for the successful implementation, coordination, and continuous improvement of the EmpowerPath program. This position oversees participant recruitment and success, manages day-to-day program operations, coordinates internal and external partners, supervises staff and contractors, tracks outcomes, and ensures grant compliance.

Key Responsibilities
Program Leadership
Lead implementation and day-to-day operations of EmpowerPath.
Develop and refine participant experience, service delivery standards, and
operational procedures.
Coordinate program timelines, milestones, and continuous improvement efforts.
Ensure services align with WEV's mission and participant-centered approach.
Participant Success
Oversee participant recruitment, enrollment, and retention.
Monitor participant progress towards career, educational and financial goals.
Coordinate individualized progress plans with WEV staff and partner organizations.
Foster a welcoming, trauma-informed, culturally responsive environment.
Partnership Development
Build and maintain strong relationships with employers, workforce agencies,
educational institutions, childcare providers, and community organizations.
Coordinate referrals and integrated service delivery among partner organizations.
Represent WEV at community meetings, collaborative initiatives, and networking events.
Staff Leadership
Supervise program coordinators, coaches, and consultants, including providing coaching and feedback as needed.
Foster collaboration across WEV departments and external partners.
Data, Evaluation & Grant Management
Track participant outcomes and program performance metrics together with WEV’s Impact and Evaluation Manager.
Ensure accurate documentation of client outcomes in WEV's data management systems.
Prepare reports for leadership and funders.
Support grant implementation, compliance, and evaluation activities.
Use data to identify opportunities for program improvement.
Financial & Operational Management
Monitor program budgets in collaboration with leadership.
Coordinate contracts, program materials, and vendor relationships.
Support sustainability planning and future program expansion.
Qualifications
Required
Bachelor’s degree or equivalent professional experience.
5+ years of experience managing complex nonprofit, workforce development, education, or human services programs.
Proven experience successfully supervising staff or multidisciplinary teams.
Strong relationship-building and partnership development skills.
Excellent written and verbal communication skills.
Experience using data to monitor outcomes and improve programs.
Demonstrated commitment to equity, economic mobility, and participant-centered services.
Preferred
Experience serving single-parent families, or historically underserved communities.
Knowledge of workforce development systems, career pathways, and/or financial capability programs.
Experience managing grant-funded programs.
Bilingual English/Spanish.

Compensation & Benefits
Salary range $80k-90k, DOE. WEV offers a generous benefits package to full-time employees,
